HIPC grants go-ahead on one permit and stops another

Although the Holiday Island Planning Commission (HIPC) did not issue any new permits Friday, it did take action on two existing permits.

Contractor Randy Rodman came in to talk with the commission about the permit on a log home and garage being built at 23 White Oak Drive for owners Mary Diehl and Sue Dillard. Rodman, who is licensed, is partnering with Ken McCoy, who is not licensed, to build the home and garage.

Building Inspector Red Perkins noted the concrete footings had been poured for the garage without his inspection. He had stopped work on the job and told the contractors they must appear before the commission.

Rodman apologized and said it was a matter of the concrete truck being in the area at the time and having the materials available to go ahead.

"We had no plans of pouring that Friday but saw (the truck) and asked if they could pour if I got the concrete, and it never occurred to me to call Red," he admitted. "I haven't worked out here and forgot about that requirement."

He explained the materials and methods used to pour the footings. Chairman Joe Schuler had some concern about the footings being poured on top of fill dirt.

"There's nothing to keep the pillars from tilting if the fill dirt pushes hard enough?" he asked.

Rodman said they are pinned top and bottom and explained he used plastic culvert tubes because cardboard sauna tubes would not be sturdy enough. He said they are pinned to bedrock.

He also said Diehl had been on site when the job was going on and knew what was going in. She and Dillard had signed a letter stating they were aware of what was being done.

"It seems all right," said Perkins. "It's just unfortunate they didn't call me."

HIPC moved to release Rodman and McCoy and allow them to continue work under the permit. They will not be fined.

HIPC moved to stop work on Permit #1938, issued to Kent Elston of United-Bilt Homes in Springdale. The permit on the 1,700-square-foot house being built at 5 Latigo Lane for owners Mark and Laura Bazyk ran out on Feb. 9.

"I told (Elston) I would shut down the job if he didn't come in on Friday," Perkins said.

The house only has sheetrock up, and Perkins noted in the Feb. 6 meeting there appear to be some code violations in the ceiling work. A letter was sent to Elston and to the Bazyks.

Another property owner lodged a complaint against the owner of 56 Skyview Lane for excessive trash, both in front of the home and on the side. The home is a rental property. Attempts to contact the owner have been unsuccessful. A letter was sent but has not been responded to.

The complainant noted the new tenants have contracted with a trash hauler, but the trash can is left out in front all the time with no lid on it, and animals have gotten into the trash.

HIPC discussed the matter but did not take action.

In other business, HIPC:

Spoke with Kamran Talebi, who is planning to build a 2,400-square-foot house at 35 Woodside Lane. The foundation is already in, as a fire destroyed the previous dwelling. Talebi received information on building requirements and the road damage permit and will return for a permit when he is ready to start.

Determined no complaint yet exists on a woman running a daycare business out of her home and so took no action as a form had not been filled out.

Heard Perkins report he had spoken with Rick Clark who had not started on two permits issued to build homes on Shields Spur. The contractor is aware of the clock ticking and said he is waiting on concrete. Once that is poured, he told Perkins, "you'll be surprised at how fast I throw that house up."

The commission meets every Friday morning at 8:30 a.m. in the Park next to Wade Williams' office at Holiday Island. Requests are considered on a first-come, first-served basis.

HDC wants concrete out, limestone put in sidewalk

The Eureka Springs Historic District Commission (HDC) has determined that several feet of concrete sidewalk installed between 29 and 27 S. Main St. do not meet HDC guidelines and were not installed within the requirements of the Municipal Code.

Parks gives land issue to council for resolution

Members of the Eureka Springs Parks and Recreation Commission have agreed to let the city attorney and city council resolve the issues around a Green Zone encroachment and the need for a sewer easement.

Call-out plan development slow

In an attempt to satisfy the request of the Western Carroll County County Ambulance District (WCCAD) board for a call-out contingency plan, Eureka Springs Fire Chief David Stoppel reported Friday on his progress at obtaining mutual aid agreements with area emergency service providers.
